The phone agent (agents/phone.md) and other agents default to using gh CLI and GitHub for issue creation. All issue tracking should use Gitea at repos.saiden.dev via the tea CLI. Agents need to be updated to use tea instead of gh for issue operations. Related: doctrine.git-remotes in EEMS already documents that GitHub is pull-only, all publishing goes to Gitea.
